Senator Clements moved to amend the bill by striking out the title and substituting therefor a new title, to read as follows:

Eng. Com. Sub. for House Bill 4712—A BILL to amend and reenact §8-10-2b of the Code of West Virginia, 1931, as amended; to amend and reenact §50-3-2a of said code; and to amend and reenact §62-4-17 of said code, all relating to costs, fines, forfeitures, restitution, or penalties imposed by a court; reducing the time period allowed for enrollment in municipal court, magistrate court, and circuit court payment plans; limiting the maximum length of payment plans; specifying payment plan calculations; and voiding driver’s license suspensions entered prior to July 1, 2016, for the failure to appear or otherwise respond in court or for nonpayment of costs, fines, forfeitures, restitution, or penalties.
